Leonid Nemirovsky of the Better Than Nothing AutoLISP site shows us a method of creating new drawings with special scales using AutoCAD's Sheet Set Manager and a template file.

"To start a new drawing from the Sheet Set Manager, right-click on the name. Scroll down a bit and click on New Sheet.

"If you started a new drawing with multiple scale details, create all details in model space before cutting viewports in paper space. Draw rectangular shapes to represent your viewport (all in model space) and put them on a special nonprintable layer, then create named views for each rectangular shape. (For example, let's say you have one of the details in 1/2" scale. Create a view named 1-24 where number 1 represents the view number and 24 is the detail scale.)

"Switch to paper space, then on the Sheet Set palette, click the Model Views tab. Click on the appropriate location (where all of your working drawings are) and find the proper drawing (with views). Click on it to see all available views, right-click on view 1-24, and select Place on Sheet.

"Place it, scale it to 1/24, click inside, and initiate the View command. Select view 1-24 and set it to Current. Repeat this procedure for all views. When needed, you can jump from view to view right from the Sheet Set Manager."

The Sheet Set Manager enables you to manage redundant data, like project name, number, titles, and more. You can also use it to create new files with a template file. Once created, make sure it is added to the sheet set. In your template files, created named views. These named views can be set for location in a file or for scaling purposes. Once a named view is created, it can be applied to any viewport in paper space. It can be a big time-saver.
